The Counseling Compact: A Game-Changer for Mental Health Professionals and Clients

The Counseling Compact initiative, led by the National Counseling Association, is spearheading a significant legislative movement poised to transform the practice of professional counseling across the United States. This nationwide effort seeks to simplify the process for counselors wishing to practice in multiple states, significantly improving access to mental health services across the country. What is the Counseling Compact?

The Counseling Compact allows professional counselors in good standing to practice in all states that join the compact without the need for individual state licenses. This groundbreaking initiative is designed to eliminate the barriers that currently hinder practice mobility for counselors and access to care for clients. To date, 28 states have joined the compact, including North Dakota, Iowa, Wisconsin, and Nebraska, with an additional five states, including South Dakota, considering legislation to join.

What is PSYPACT?

Alongside the Counseling Compact, PSYPACT is another key initiative aimed at improving mental health services across states. It allows psychologists to offer telepsychology and temporary in-person services more easily across state lines. To do this, psychologists need to get specific certifications from the ASPPB. This makes it easier for mental health professionals to work in different states, helping to increase access to mental health care and meet the rising demand for these services nationwide.

The Mental Health Community is calling on counselors to advocate for the passage of the Counseling Compact in your state.   • Enhanced Public Safety: The compact facilitates a shared interstate database for licensure and disciplinary information, enabling rapid verification of credentials.

  • Authorization for In-person and Telehealth Services: Counselors can offer in-person and telehealth services in other member states, based on their active home state license.

  • Eligibility for Counselors: Licensed Professional Counselors (LPC) and Licensed Professional Clinical Counselors (LPCC) will be eligible to participate.

  • Support for Military Spouses: The compact provides an easier path for licensure recognition for relocating military spouses, aiding their professional continuity.

  • Improved Continuity of Care: The compact ensures continuity of care when counselors or clients travel or relocate.

  • Scope of Practice Unaffected: Joining the compact does not impact the counselor's scope of practice, as state counseling practice laws remain intact.
